MEETING MINUTES
MONTEREY BOARD OF ASSESSORS
TOWN HALL, MONTEREY

Stan Ross called the meeting to order. Ross, Gauthier Lazzarini and Clawson.
Property reclassification: Board approved changing a property on Bidwell Rd., previously classified as “Unbuildable”, to a dwelling.  Changes in Title 5 Law allowed a septic waste disposal system to be installed on the property and enabled a dwelling unit to be erected.
Building Permits: Don Clawson produced a stack of Building Permits and the Assessors scheduled dates when they could carry out the necessary field checks.
Entry on to property or into homes by Assessors:  Dennis Downing   came in to register his strong complaint that assessors had entered his home when he was not present, but only carpenter and other trades people were present.  The assessors explained that they ask for and received permission to enter the home by those present in the house, but they did not include the home owners who were away.   They further explained that it was a routine field check that was performed in response to his building permit to build a new bathroom in the house.  The assessors involved apologized profusely and promised to make it our standard policy to only enter houses when an owner is present.  The assessors will continue their policy of also asking for permission to measure the outside of houses, but if no one is home they will leave a “door hanger” notification and making the outside measurement without formal permission.  Bob Lazzarini will ask town counsel for his advice and input.
Dwelling unit definition: Further discussion of the Building Commissioner new “policy” on “potential” kitchens.
